White scale on a salt chlorine cell
White crust on a salt cell is calcium scale, and it cuts chlorine output. Clean it only the way that cell's manual specifies, then correct the water that laid the scale down. Replace the cell when the system says it is at the end of its life.

Follow the cleaning steps in the cell manual. Do not invent a stronger soak because the first one looked slow.
What the crust is
A salt cell that is still powered and reports low output often has a white or gray crust on the blades. That crust is scale. It is not dirt from the filter. Scraping it with a metal tool bends the blades.
Read the cell's own message before you pull it. Write down the salt reading, any flow message, and the cell-life percentage if the system shows one. A cell at the end of its stated life will not recover just because the blades look cleaner.
Water that grows scale
Scale forms faster when calcium hardness is high, pH runs high, or the cell missed the inspection interval in its manual. Balance alkalinity, then pH, then look at calcium. The order is in how to balance pool water. A cell clean without a water correction comes back.
Salt level is a separate reading. Low salt and a scaled cell can show up together. Add salt only to the range printed in that system's manual. Do not copy a number from a different brand of cell.
Clean it, or replace it
The soak, the product, and the time are printed by the cell manufacturer. Use that procedure. A stronger mix or a longer soak can strip the coating off the blades, and then the cell is finished even if it looks shiny.
Replace the cell when the system reports end of life, or when output stays low after the manufacturer's clean and the water is in range. Match the new cell to the system model and the gallon rating. The checklist is in how to match a salt cell. Cells are with the salt equipment in equipment.
Questions
Why is my salt cell not making chlorine?
Check the cell message, the salt reading, and the blades. White crust on the blades is scale, and scale blocks output. Also confirm the pump is moving water. A cell with no flow will not generate.
How do I clean scale off a salt cell?
Use the steps and the product named in that cell's manual. Do not lengthen the soak or strengthen the mix because the crust is thick. Then correct the calcium and pH that caused the scale, or it returns.
When should I replace a salt cell instead of cleaning it?
When the system says the cell is at the end of its life, or when a clean done by the manual still leaves the output low and the water is already in range. Match the replacement to the system model and the cell's gallon rating.
